"A decal is essentially a sticker. The term 'decal' came largely from the water-transfer plastic sheets that many small models came with. Remember those? Well, loosely, a modern self-adhesive decal now has a pressure-sensitive adhesive intead of a water-activated adhesive. The real difference between a decal and a sticker is that a 'decal' traditionally has no background or fill (field). Imagine a bumper sticker... The white rectangular shape is the "field", and the letters are 'printed' on the material. A decal is ONLY the letters, with no rectangle around them. So you can 'see thru' the design. You have probably seen many decals on company vehicles and trucks, store windows and displays, and even banners and other signs. Some people have personal vehicles that have designs on windows and such (I have a large dragon on the hood of my truck too). They are legal in all 50 states for any vehicle window except the front windshield (the top sunscreen area is legal, tho.) and front door windows (can't block the driver's primary view and mirrors) And they are remarkably transparent when you look thru your rear-view mirror.
Most decal production (including mine) is done by machine-cutting a rolled sheet of material into the desired shape, and applying it to the surface via a transfer film. Application is easy, and takes about 2-3 minutes for small designs, up to a few hours say on a large van or truck, or store windows. The material comes in all manner of types, colors, materials, and grades from REALLY cheap to *REALLY* expensive. Although the vast majority of materials are plastic based, there is an endless variety of specialty materials made of things like stainless steel, and REAL gold (and everything else you can think of). The main adhesive is pressure-sensitive, and activates when you push on it with a squeegee or credit card. If you are applying the design to a vehicle, it can be driven in dry weather immediately after application, wet weather in a day, and once the design has had a chance to set (about a week for the strongest hold), it will stand up to all weather conditions, rubbing, car washes, and all sorts of things.
Although decals are "permanent", meaning that they can handle harsh environments, weather, and rubbing... They can actually be removed fairly easily with the right equipment and dedicated method. On glass, a simple straight razorblade is all that is required, and will not scratch the glass. On painted surfaces like cars, removal is possible without damage to the paint, but takes a little more effort, goo-b-gone (or other high-end adhesive remover), and a salon-quality hair dryer or painter's heat gun. When I do removals for my customers, I use some plastic razorblades that are designed specifically for removing decals from paint.
So, now that I have probably told you WAAAAAAY more than you wanted to know about decals... here's an easy way to think about it:
On any of the drawings above, just imagine that all the black parts are adhesive and can be stuck to anything smooth and some rough surfaces. So, say you like the howling wolf and want to put it on the back window of your car. Well, that would be a decal."
