if you look at her comment she did not "claim" they were hers. She posted the picture because she was commissioned to do so and thus allowed to post the characters. She drew the picture allowing her to claim the copyright of the Photo in general not the characters

I'm not sure what you mean. I drew this. This image in particular is copyrighted to me even if the characters are copyrighted to my client who paid me to draw them for them.

Hi I love this picture! I was wondering how much it would cost for a similar commision I was looking for this tiger with a pembroke welsh corgi (With tail) combination in colour, how much would that cost with international shipping to the UK?
